PURPOSE:To compensate the water level, by deciding the place of an opened waterway showing the mean water level in consideration of the change of water levels of the upper and lower port junction wells in an opened waterway system, installing a water level meter to compare the mean water level with a target water level and adding the amount of deviation of the comparison to the flowed- in rate after coverting the deviation into a flow rate. CONSTITUTION:A water level meter 8 is installed at the area that is shown by the area ratio A2:A1 of an opened waterway system 15 between the upper and lower junction well areas A1 and A2. Thus the mean water level is detected for the system 15. The detected water level is compared with a target water level L0 through a comparator 10. Then the deviation value is calculated, and the output signal of the comparator 10 is produced. The difference of water levels is expressed in terms of a flow rate through an operator 12 and supplied to an adder 4 to be added to the flowed-out rate of a detector 3. Then the compensation is carried out for the water level to set the water level of the lower port junction well 13 at a constant value. In such way, the water level of the system 15 can be kept stable to enhance the control performance.
