CONSTITUTION:Both shaft supporting pieces 12 of a turning frame body 10 are positioned between both shaft supporting pieces 7 and 8 of both fixed frame bodies 6, and a supporting shaft 15 is inserted into a spring force adjusting plate 20, a shaft supporting hole of the shaft supporting piece 7 of the fixed frame body 6, a helical spring 26, a shaft inserting hole of the shaft supporting piece 12 of the turning frame body 10, and a one-way clutch 31 provided on a damping plate 29. Subsequently, both ends of the supporting shaft 15 are held by a hook ring to prevent them from releasing, the supporting shaft 15 is coupled with a boss 14 of the turning frame body 10 by a cupling pin 18, and the damping plate 29 is placed between brake shoes 32, 33.
