CONSTITUTION:The device consists of a housing 6 and a heat exchanger 9, a partition wall 7 is provided in the housing 6, and at the same time, a blower 3 is installed in the housing, and an inner air circulating passage 8, wherein air flows in one direction to the heating electronic part 2 contained in the housing, is formed. On the other hand, the heat exchanger 9 is installed in the housing in such a manner that the inner air passage 9A will become a part of the circulating passage 8, and a heat exchange is performed by blowing through the outside air in the outer air passage 9B which is provided orthogonally intersecting with the inner air passage 9A, using a blower 10. Through these procedures, the entrance of foreign substances can be prevented, without providing an air filter and the like on the equipment mounted on a vehicle which will be provided under the floor in ordinary circumstances. Also, the manufacture and the inspection which will be performed when the deive is used can be simplified by having the housing 6 and the heat exchanger 9 assembled as independently formed structures.
