CONSTITUTION:When consumption decreases, the quantity of flow Q and pressure, obtained by a flowmeter 45 and a pressure oscillator 46 installed at a distributing water pipe 41, are inputted to the operator 48 of an arithmetic device 47 to calculate the target degree of opening of a subordinate valve 43. This target degree of the subordinate valve 43 is inputted from a subordinte-valve opening degree setter 11 to a comparator 14. The comparator 14 compares the target subordinate-valve opening degree with a signal from an opening degree gauge 18 and sends an opening signal to a driving circuit 16 which drives an IM15 coupling with the subordinate valve 43. When the subordinate valve 43 reaches the target degree of opening, a main-valve closure signal is sent to the driving circuit 16 of the side of a main valve 42.
