CONSTITUTION: The air in the space T' in the sack 18, the air dissolved into the hydraulic liquid and the air in the upper space T in the tank 11 are sucked out by means of a vacuum pump through open/close valves V4, V6. Then, if open/ close valves V3, V4, V6 are closed respectively while, valves V2, V5 are opened and an air compressor 13 is forced to operate continuously, the constant pressure air is pressed into the space T in the tank 11 through a relief valve V1. This pressurized and fed air presses the pressurized liquid 12 which presses in turn the hydraulic liquid 24 through the sack 18. Consequently, the hydraulic liquid 24 drains outside the tank through a drainpipe 16 under a constant pressure.
