Data of a storage part 14 for one-line components of receiving data is decoded by a central operation device 13. By detecting the number of EOL signals, the picture signal is recorded once to a recording part 12 for one EOL signal, and the same picture signal is recorded twice to the recording part 12. In this recording part, one-line components of picture information and two-line components of the same picture information are recorded for one EOL signal and two EOL signals respectively with a constant 7.7 lines/mm. density.
