Abstract

PURPOSE:To increase the transmission efficiency and to enable mutual correspondence with different type of devices, by inserting fill bit in a plurality of line units and adopting the fill bit insertion system in every one line. CONSTITUTION:The video data in 32-bit toward the subscanning direction outputted from a reader 1 is stored in a memory block for M line's share in a buffer 5 and it is sequentially picked up from another memory block and outputted to a compression/decoding device 6. If the opposing set does not have buffer memory and the recording speed S is slow, the fill bit is inserted at one line each so that the transmission time per one line can be S. In case of the buffer memory for N line's share, the fill bit is inserted so that the transmission time per one line can be S and the fill bit is inserted for the time of[NXS-(N line's share of transmission time)]per N lines.
