Abstract

PURPOSE:To eliminate a special circuit and to simplify the insertion of a dummy bit, by detecting that no effective picture element information exists in an input buffer memory and inserting the dummy bit only in the period of the above- mentioned detection. CONSTITUTION:During the transmission, the picture element information of the subscanning direction which is delivered from a reading scan part 4 is stored in a memory block of one side within an input buffer memory 5. At the same time, the information is extracted by one line out of the other memory block to be delivered to a coding part 6. A system control part 10 delivers a reading scan command 11 to a scanning part 4 and at the same time transmits a coding start command 14 to the part 6 after receiving the sense information 13 from the memory 5. The information 13 contains the information showing the idle state of the memory 5. The part 10 transmits a dummy bit insertion command to the part 6 when no effective data exists in both blocks of the memory 5 only for this period of absence of the effective data, and inserts the dummy bit to a dummy bit inserting part 7.
