As the result, if the processor 20-1 judges it is impossible to operate continuously, a control section 26 gives the initial setting instruction to the processor 20-1 to shift it to a preliminary system from a common use system and transmits the instruction for restart C to a monitor control section 27 located inside a subscriber control unit 21. The control section 27 transmits the instruction C to the processor 21-1 to shift it to operating condition from standby mode. While, the control section 26 stops the instruction D being transmitted to a circuit 22, and the control section 27 newly sends the instruction E to a circuit 22 to make effective a control circuit 25. Then, the subscriber control unit 21' starts to control the circuit 22 as a common use system.
