CONSTITUTION:He, chlorine and oxygen are mixed in a prescribed ratio with gas flow rate controllers 23, 24, 25, and this gaseous mixture is introduced into a reactor 21 from an injection pipe 26. On the other hand, a porous glass base material 28 formed with a synthetic torch 27 is pulled up through a seed rod 210 while being deformaed by heating with a heater 29. Thus, a transparent glass base material 211 is formed.
