CONSTITUTION:A winding means 11 winds a wire material 6 around a bobbin 4 of a winding frame 1 to form a coil 5, and winds and hooks the leading and terminating ends of the coil 5 around terminals 2 and 3. Amount of eccentricity of a bit is made small by a switching means 12 when the leading and terminating ends of the coil 5 is wound around by the winding means 1, and it is made large when the coil 5 is wound. A pair of holding means 13, which enable the winding frame 1 to be attached or detached are arranged on the front or back surface of a holding body 14. The holding body 14 is rotated by a rotating means 15 in an index mode. The holding body 14 and the rotating means 15 are lifted and lowered at a specified interval. The terminal 2 around which the leading end is wound, a plurality of the bobbins 4, and the terminal 3 around which the terminating end is wound are sequentially positioned at the winding position of the wire material 6. An extra length providing means 17 hooks the leading end of the wire material 6 to the terminal 2, then gives slack to the wire material 6.
