A transistor TR switch 15 for discharge is driven synchronously with a feedback switch circuit 14 in accordance with the output of the comparator 11, and a discharging path of a capacitor C of the charging and discharging circuit 12 is formed by turning on the switch 15, and a resistance R2 is inserted to this path. As a result, the oscillation frequency of the CR oscillating circuit is stabilized, and the number of used elements is reduced.
