CONSTITUTION:The DC output voltage of an input rectifying circuit 6 which rectifies an input signal to a communication transmission system 2 to be monitored and that of an output rectifying circuit 7 which rectifies an output signal from the communication transmission system 2 are inputted to a subtracting circuit 8 respectively, and the subtracting circuit 8 outputs an output signal Ve corresponding to the ratio of both the inputs. A monitoring circuit 9 monitors whether the output Ve of the subtracting circuit 8 is withing constant range or not and, when not, outputs, for example, an alarm signal.
