CONSTITUTION:When it is detected by an AND circuit 19 that 1/2 of the number of variation points of white and black in an input picture data becomes an output of a counter 18, and the output of said counter 18 has attained to a prescribed value corresponding to 1 scanning line portion, a flip-flop 20 is set. As a result, an AND circuit 21 is cut off, and after that, an input picture data is all made white and is provided to an input data buffer circuit. Accordingly, in case of the line having a lot of variation points of white and black, a part of input picture data is made white forcibly, and is converted to a pattern which can be encoded within a prescribed time.
