Abstract
PURPOSE:To make the coding of video data easy, by making coding in the form having the highest data compression rate, through the assignment of new data pattern with a given rule to a plurality of video element components every row or column of collection block of a forecast error signal. CONSTITUTION:A forecast error signal generator 80 is constituted with a plurality of operators 81-1, 81-n, and the operators 81-1-81-n are connected with a plurality of shift registers 82-1-82-n-1.
