CONSTITUTION:When sending a falling command signal from a falling commander to a controller 12, valve closing or opening control signals are sent in a selective and time-sharing mannr to exhaust valve electromagentical operating portions 10a-10d from the controller 12 so as to correspond approximately to a characteristic curve. Exhaust valves 9a-9d are properly opened or closed, the air in the inflatable rubber dam 1 is released to the open air through an air supply and discharge pipe 7 and an air discharge pipe 8, and the height of the rubber dam is lowered. The water level downstream of the rubber dam 1 is detected by a level meter 11, a detection signal is fedback to the controller 12, and the water level is raised by as much as a given amount every minute.
