CONSTITUTION:An input character on a form 6 is scanned by a scanning means 7, and the picture signal for the input character outputted from the scanning means 7 is used to make the character pattern into narrow lines in a preprocessing means 8. Strokes are extracted from the character pattern made into narrow lines by a stroke extracting means 9, and strokes in every direction are supplied to a determining means 10. The degree of resemblance between middle point patterns of strokes in every direction and middle point patterns of strokes in every direction of preliminarily stored reference character patterns is obtained in the determining means 10 to determine the input character. Thus, input characters are discriminated accurately against the variance of the line width to recognize hand-written characters with a high precision.
