PURPOSE:To remarkably reduce an iron loss of a directional electrical sheet, by generating an irradiation mark by a laser and a discharge mark by discharge in the direction meeting at right angles to the rolling direction and in the rolling direction, respectively, on the surface of the electrical sheet. CONSTITUTION:On the surface of a finish-annealed directional electrical sheet 4, a laser beam 2 is irradiated from a laser source 1, making it scan at right angles to the rolling direction of the sheet 4, and as the sheet 4 moves in the direction as indicated with an arrow, a laser irradiation mark 5 is provided. On the other hand, intermittent or continuous discharge is executed between discharge electrodes 3 provided at prescribed intervals in the width direction and the steel plate 4, and a discharge mark 6 is provided. In this way, when the laser beam irradiation mark 5 is provided in the direction meeting at right angles to the rolling direction of the sheet 4, on the surface of the sheet 4, an iron loss characteristic of the sheet 4 in the rolling direction is elevated, and an iron loss characteristic of the sheet 4 in the width direction is elevated by the discharge mark 6 provided in the rolling direction.
