This and the target value is adjusted and calculated by a monentary value controller 39, and the output and master pulse are multiplied, and the ratio of fluid of inlet flow passages 11-15 is controlled by the value. Thus, the mixing ratio of fluid in the inlet flow passage is controlled without using an expensive electronic computer and without causing hunting.
