PURPOSE:To obtain a necessary reception discrimination level without the presence of a bipolar signal on a transmission line by setting a threshold level in terms of direct current. CONSTITUTION:A DC component cutting capacitor 302 is provided between a transmission-side transformer 301 and a reception-side transformer 302, and a reception part 313 is provided with a choke coil 308 for cutting a bipolar signal, resistances 309 and 310 for voltage division, and a constant voltage source 311 which generates a voltage having the same level with the peak value E0 of a signal level used for transmission. Then, a threshold voltage for signal discrimination is supplied from the connection point between the voltage-dividing resistances 309 and 310 to the ''-'' termials of comparators 305 and 306. For the purpose, the winding ratio of the primary and secondary sides of a transformer 102 is set to 1:2, and consequently a reception discrimination level is set a half as high as an input signal level without reference to the presence of a bipolar signal on a transmission line 314.
