CONSTITUTION:A switch SW is switched to a B side when a B/L mode button of an instrument panel IP is pushed, and a bias of a transister Q which controls an electrification quantity of a fan motor M is fixed by resistance R1 and R2. As this bias is within a value capable of making a motor M rotate at low speed, the motor M is rotated at low speed by all means under the B/L mode. Then, a cool wind from a vent duct VD on the upper part of a car room and a warm wind from a floor duct FD on the lower part of the car room in a small quantity are blown out respectively, and the cool wind and the warm wind are blown out from each of the ducts continuously as an opening of a mix door MX does not vary under the B/L mode.
