A toner 11 is supplied to the reverse face while bringing a conductive roller 9, to which a bias voltage is applied, into contact with the surface of the dielectric film 6 to form a developer layer 12. Since the toner 11 is stuck to the reverse face of the dielectric film 6 on a basis of charged minute conductive material pieces 7 in this manner, the developer layer 12 is formed uniformly and easily, and thus, both faces of the dielectric film are unitlized to perform a good recording.
