CONSTITUTION:When an operation of a plant is changed, its mode is changed, or a load request signal S1 is inputted to a flow rate level variable setting device 8 due to sudden change of a load, a control operation inhibiting signal S2 is sent to a digital regulating valve controller 5 from the setting device 8. Therefore, the controller 5 is inhibited as to its regulating valve controlling operation, and is fixed and held to the control state of that time point. Accordingly, a flow rate regulator 3 is also held to the first state as to its opening. On the other hand, a by-pass valve opening changing signal S3 is sent out from the setting device 8, and is applied to a by-pass valve 6. Therefore, the valve 6 increases its opening by a variation rate in accordance with the signal S3. Subsequently, when the opening of the valve 6 reaches a target value, the signal S2 is cut off. Accordingly, the controller 5 starts its controlling operation once again.
