PURPOSE:To reduce the reproduction of secondary scale produced just before finish rolling mills by forcibly cooling and rolling the part of a strip higher in temp. than the critical temp. for generation of scale flaws just before the 1st finishing stand or between the 1st and 2nd finishing stands or both. CONSTITUTION:A steel plate 2 heated in a heating furnace 1 is hot rolled by using a rolling mill train consisting of roughing mills 5a-5e, a descaling device 7a and plural finishing mills 6(F1-F6). At this time, the predetermined central part in the width direction of the plate 2 where the temp. is higher than the critical temp. for generation of scale flaws (for example, around 1,065 deg.C) is forcibly cooled between the device 7a and the mill F1 or between the mill F1 and the mill F2 or both thereof. While the generation of the secondary scale is suppressed by this force cooling, the steel plate is finish rolled 6, whereby the hot rolled steel plate of less scale flaws is obtd.
