A cap nut 27 is fitted into the space between the shaft 4 and a coupler 25, and the valve rod 3 is vertically moved by adjusting the clamping degree of the cap nut 27. Thus, when anomalous pressure occurs in the inner tank 2, the outlet port is automatically opened by the action of the spring 10.
