PURPOSE:To enable distribution of appropriate steam with fast response in such a way that steam supply excess force in the boiler and turbines is calculated, steam supply amount in the turbines is determined, and steam supply is controlled. CONSTITUTION:Detectors 30, 31, turbine controllers 32 and an arithmetic unit 33 are attached to a power generating installation. Then, heavy oil flow rate, evaporating rate, etc. necessary for calculating steam supply excess force in a boiler 1 are detected by means of a detector 30 and sent to the arithmetic unit 33, while main steam flow rate, air flow rate, extracted air flow rate, etc. necessary for calculating respectively steam supply excess force in turbines 3, 4 by means of a detector 31 respectively. In addition, the arithmetic unit 33 calculates the steam supply excess force in the boiler 1 and the turbines 3, 4, setpoints of the extracted air or the back air flow rate in the turbines 3, 4 is determined, and sent to the controller 32. Besides, operation of the turbines 3, 4 is synchronously done, and influence from fluctuation of the steam supply rate in the turbines 3, 4 is restrained in addition to individual operation, so that appropriate steam distribution can be done due to fast response.
