CONSTITUTION:A piping 5 for high pressure liquid is disposed separately from a high pressure gas piping 3, and just prior to opening and retreating of scarfing nozzles 2, 2' or at the same instant of their retreating, the high pressure liquid such as water is injected toward the direction opposite from the advancing direction of the scarfing material. The sticking and clogging of slag in the bottom nozzle 2' are prevented and the slag is removed positively. At this time, the rates of injection of the liquid and the gas are kept at 30:70% by weight, so that the decrease in the temp. of the steel material in the next stage is prevented.
