The microprocessor 8 calculates the number of pulses corresponding to the ON-OFF time duration of the output voltage waveform from the difference between the set rotating speed and the rotating speed of a motor 2, outputs the result to a pulse counter 11, and outputs a switching signal to a gate circuit 13 at every completion of counting by the counter 11.
