CONSTITUTION:A lower-limit bias setter 14f and an upper-limit bias setter 14g receive an output G of a multiplier 15c1 of an adjacent temperature controlling system and give comparison inputs H and I to a high-level signal selector 14d and a low-level signal selector 14c added with bias values -a12 and +b12 respectively. The bias values -a12 and +b12 decide a range possible for the control by an output A of a temperature controller 14, and when the value of the output A is between an upper limit G+b12 and a lower limit G-a12 with the value of the output G as a center, the output A is given to a fuel control valve 11. When the output A is greater than the upper limit value G+b12, an output of a setter 14g is given to the valve 11 and when smaller than the lower limit G-a12, the output of the setter 14f is given to the valve 11.
