CONSTITUTION:An electromagnetic clutch is driven by a first feed-out roller driving pulse to rotate a feed-out roller 5 very little, so that a cut paper 4 may not get over a feed-out finger 6 and is stopped on a condition of standing by ready to be fed out. Under this stand-by condition, the cut paper 4 advances only a distance (a), and since the leading edge of the cut paper 4 does not get over the feed-out finger 6, the leading end portion 8 of the cut paper 4 is rising. When an electromagnetic clutch is driven by a second feed-out roller driving pulse, the feed-out roller 5 is raced for a fixed time to feed out the cut paper 4.
