PURPOSE:To reduce a volume of supplying of hydraulic fluid from a pump to a power assisting mechanism and further to decrease a function of auxiliary steering force for a power assisting mechanism when a vehicle is running at high speed. CONSTITUTION:Hydraulic oil is supplied from a hydrulic oil inlet port 2 arranged in a valve housing 1 of a flow rate control device into a hydraulic chamber in proportion to an increased number of rotation of the pump so as to increase a pressure in the oil chamber and the spool valve 8 is pushed in a leftward direction against the spring 11. Thereby, the oil chamber and the passage 5 are communicated to each other by an orfice 6, the hydraulic oil is fed to the power assisting mechanism and at the same time a part of the hydraulic oil is supplied to the oil chamber 10. When the hydraulic pressure is less than a specified value, the valve pusher 12e presses the ball valve 12c against the valve seat to close the passage 12a. When the flow rate of the hydraulic fluid from the pump is further increased to cause the spool valve 8 to be moved in a leftward direction, the oil chamber is communicated with the flowing-out port 3 to cause the excessive hydraulic oil to be released from the flowing-out port 3 to the tank 18.
