CONSTITUTION:An analog density signal of an intermediate tone picture is inputted to an A/D converter 100, it is quantized into picture element unit in the timing of clock pulse and inputted to a comparison circuit 104 as a picture element density signal. Every time a random number is outputted to a selection circuit 108 from a shift register 112, a signal is given from the register 112 to a random number generator 110 to generate the random number. The circuit 108 selects a value of the state to be specified for a counter 106 as a threshold value and gives it to the comparison circuit 104. The comparisn circuit 104 compares the level of the picture element density signal inputted from the A/D converter 100 with a value of random number given from the selection circuit 108, and as a result, an output picture element density signal of ''1'' level or ''0'' level is outputted.
