CONSTITUTION:Since scanning steps 0-3 are in a section of continuity of the white level, this section is encoded to ''010'' of the Weyl code. Since scanning steps 3-7 are in a section where the density level is changed continuously, scanning steps 4, 5, 6, and 7 are encoded to ''011'', ''101'', ''1110'', and ''1111'' is accordance with respective picture element density levels. After them, ''110'' of the section end code (EOD) is added. Since scanning steps 7-9 are in a section of continuity of the density level 7, this section is encoded to ''10'' of the mix code.
