Abstract

PURPOSE:To improve transmission efficiency by combining a small block until edge number in the block becomes bigger than a threshold level when it is smaller than the prescribed threshold level and making it a big block. CONSTITUTION:A block combination means 15 combining the small block based on the edge number in each small block and the threshold level TH and a block size decision means 17 deciding the block size of a reproduced picture executing movement compensation based on the block of an edge detection display screen are provided. Then, the display screen is divided to the small blocks and the edge number in the small block is obtained. When the edge number is smaller than the prescribed threshold level, the small block is combined and made to be the big block until the edge number becomes bigger than the threshold level. Thus the block size for the movement compensation is decided and the transmission efficiency can be improved.
