A lower hole enlarging wire rod 5 possessing a continuous projection/hollow part 6 having the cutting property by which the outer diameter is successively enlarged from d1 to d2 and from the front side toward the rear side is put into the hole 4 from the inside of the element 1 as shown by an arrow A. A guide sleeve 7 that has a guide hole 8 is fitted to the center part at the tip of the element from the front side as shown by an arrow B. Then the rod 5 is pulled out toward the front side through the hole 8.
