If the lighting of the tube 8 is suppressed by a temporal droppage of the source voltage, a low-voltage discharge tube 13 which is charged with xenon starts to operate instantaneously. Consequently, the lighting of the discharge lamp 1 doesn't continue to the completely suppressed, and the low-voltage discharge tube 13 continues to discharge light according to its luminous characteristic.
