CONSTITUTION: A high-voltage power source 4 is constituted by a transformer 41 which boosts the voltage of a commercial electric power source 6 and a diode bridge 42 which rectifies its secondary voltage, and a voltage detecting circuit 7 consisting of a series circuits of resistances 71, 72 is connected between the point of connection of internal conductors 2 and a current limiting resistance 5 and the earth. The output point P thereof is connected to an oscillating circuit 8 consisting of resistances 81, 84, 85, a capacitor 82 and a unijunction transistor 83, and the output terminals thereof are connected to the base of a transistor 9. An SCR11 for voltage controlling in series to the primary side of the transformer 41 is connected to the power source 6 so that gate bias is applied by the conduction of a photodetector 10b. Thereby, the stable corona discharging can be always effected.
