In the receiving side, the density level obtained by averaging picture elements around the object picture element is output as the output density for each picture element coded into a binary. That is, output density value S of picture element E is determined by S=C1(A+ B+C+D+E+F+G+H+I). Here, C1 is equal to 4/9.
