CONSTITUTION: The pressures P1WP7 and temperatures T1WT9 and T1'WT4' of main steams, high temperature reheated steams and the like at various positions of the plant are detected by a plurality of pressure detectors 9 and a plurality of temperature detectors 10 and input to a decision device 21.
