PURPOSE:To enable detection of the capacity even during operation by calculating internal resistance and electromotive force based on discharge current and the terminal voltage of the battery at the time corresponding to the discharge and by subjecting the results to the correlative function processing based on experimental formulas. CONSTITUTION:By means of detecting circuits 14, 16 and 18, 20 holding and detecting a peak value I1, V1 and I2, V2 respectively and the like, the maximum discharge current value I1 obtained during the time from the start of a crank shaft to the rotation at a prescribed angle and the terminal voltage V1 of the battery at the time corresponding to the aforesaid time, as well as the minimum discharge current value I2 and the voltage V2 corresponding to the former, are detected and internal resistance (r) and starting power E0 based on the formulas I and II are calculated by an operation circuit 24. And, based on the experimental formula III for determining capacity, which corresponds well to actual conditions, the capacity is determined by correlative functions A, B and C established according to the kind of the battery irrespective of the temperature of the liquid of the battery, etc., and thus the capacity of the battery can be detected with high precision even during operation.
