Each station 1 is provided with temporary storage device 6, where information to be transmitted is stored temporarily, and transmission control circuit 8. Signal detecting circuit 7 which detects the signal of transmission line 2 is connected to transmission control circuit 8. Signal detecting circuit 7 uses the time of the change from signal presence to signal absence as the reference time for transmission starting to transmit information from temporary storage device 6 to the transmission line through switch 5. As a result, information is transmitted without receiving of a special command from central control device 3, and information is transmitted efficiently.
