The poles of the permanent magnets 1-3 are so arranged that the magnets 2 and 3 attract each other and the magnets 1 and 3 repel. A stopper 4 is arranged between the permanent magnets 1 and 3, and a stopper 7 is provided to a case 6 on the fixed side. Under this condition, the square shaped permanent magnet 3 contacts with the stopper 7, and the rotary shaft 5 is stopped.
