And, when the input clock (a) is cut off, the detection output (b) of the cut-off detecting circuit 15 becomes ''0'', and when the input clock (a) is applied again, said output becomes ''1''. As a result, the output (c) of the rise detecting circuit 16 becomes ''1'', and it is applied to the OR circuit 17 together with the output (f) of the frequency divider 13.
