Abstract
PURPOSE:To inhibit the bottom base of a storage tank from rising due to freezing below allowable limit by installing insulating material on the boundary between the layer of gravel and the ground below. CONSTITUTION:Insulating material 19 is installed on the boundary between the layer 16 of gravel and the ground below 14. If a heating device 29 fails to operate due to some reason, the temperature inside a rubble container 15 is subject to the low temperature of liquid stored at the bottom. Subsequently the low temperature liquid absorbs the heat from the rubble container 15 and reduces the temperature grdually. However, the insulating material 19 hold down the cooling of a ground 14 and thus inhibits the bottom base 12 of the tank from rising due to frozening below allowable limits.
