The top 6 of the embankment body 7 is lower than the crown 8 of the sand and earth-fill embankment 7 connected with the body and a special enclosure wall 9 is provided. Therefore, before the overflowed water from swelled rivers runs over the embankment 7, the overflowed water flows into the water tank 2 from the inlet 10 of the embankment body 1 and flood can be prevented beforehand or relieved. The water in the water tank 2 is drained off by a pump.
