CONSTITUTION: Water stored for air conditioning purposes is supplied to groups of heat exchangers 8, 9, etc., and after the completion of heat exchanging, the water is discharged directly into a reception tank on its 6 side through the closed pipe line as to the lower floor side, so it is due to the syphonage that only the power of mechanical loss from the pipe line and the heat exchangers 8 and so forth is supplied, and potential energy due to water storage is recovered. The discharged water on the high floor side is made to flow into the reception tank 6 through the turbine 4 for power recovery. In this case, if the speed of rotation of the turbine 4 does not reach that of a driving motor 1, the clutch of a directional differential connector 3 is disengaged. If the amount of discharge is increased, the clutch is engaged. Therefore, the rotating force produced in the turbine 4 for power recovery is carried back to the driving motor 1, so that the power is recovered.
