As the voltage V3 is set lower than a sunbeam column potential, the sunbeam column is attracted in the direction of third electrode 9 and the most part of concave arc on an enveloped line 5 of a discharge radiation section goes down to down stream. And therefore, an active region 8 also generates immediately after the line linking the anode 1 to the cathode 2.
