As the flap 8 opens widely, the value of the load measuring device 20 increases, the loading value becomes larger, and the operation frequency of the air cylinder 30 is set at small value. The number of revolutions of the rotor 7 decreases, the residence time in the thermal decomposition furnace becomes longer, and the degree of the thermal decomposition is made proper.
