CONSTITUTION:A predetermined amount of oxygen is blown into an oxygen top blown rotary converter 1 from an oxygen lance 3 and, at the same time when oxygen is blown or after said oxygen blowing is completed, a gas such as carbon dioxide or the like is blown under a bath level within 5min or less in a flow amount 0.3Nm<3>/min or less per t of molten steel from a gas blow-in nozzle 2 provided to a furnace bottom.
