PURPOSE:To manufacture an optical fiber base material with superior characteristics by forming a clad glass layer lower than an SiO2 type glass tube in refractive index with SiO2 type oxide on the inside of the tube contg. a dopant higher than SiO2 in refractive index and forming a core glass layer higher than the clad glass layer in refractive index with SiO2 type oxide on the inside of the clad glass layer. CONSTITUTION:On the inside of SiO2 type glass tube 1 contg. a dopant such as GeO2 or P2O5 higher than SiO2 in refractive index, clad glass layer 2 which becomes lower than tube 1 in refractive index in the vitrified state is formed. Layer 2 is made of B2O3-free SiO2 type oxide contg. P2O5, GeO2 or the like as a dopant. On the inside of layer 2 core glass layer 3 which becomes higher than layer 2 in refractive index in the vitrified state is formed. Layer 3 is made of SiO2 type oxide contg. P2O5, GeO2 or the like as a dopant. The hollow portion remaining in tube 1 is then eliminated by collapsing to obtain optical fiber base material 4. Material 4 enables correct measurement of transmission loss and has characteristics such as a lowering in heat treatment temp. in manufacture.
